Government Index

The Comensura Government Index (GI) shows the usage of temporary labour across local authorities and other public bodies.

The Comensura GI is conducted quarterly to measure the increase or decrease in usage of temporary labour. The Index uses a variety of metrics including Full Time Equivalent (FTE), the reasons for hire, job class, age and gender.

In total, 88 clients have been included in the Comensura GI. To ensure greater statistical accuracy, each client has worked with Comensura for at least a two year period.

The 88 clients:

  • spend in excess of £300m per year on temporary labour
  • are located throughout England and Wales.
  • place all their orders for temporary labour on to Comensura’s technology platform, C.net.
